Synopsis:
Shatter is a contract killer. He has assassinated the dictator of a fictional African state and taken possession of a dossier containing explosive documents. In Hong Kong, he intends to collect his payment from his clients before handing over the documents. However, they break the contract and try to kill him. Hans Leber, a German banker, pretends to be oblivious and refuses to pay. When Shatter finds himself in dire straits, he enlists the help of a local ally, Tai Pah. Played by the renowned Hong Kong martial arts star Ti Lung, the wiry fighter becomes Shatter's deadly shadow amidst a swamp of corruption and brutality, pitting him against a dangerous opium syndicate.
